El propósito es explicar cómo la crisis de la institución familiar lleva implícita una crisis en el sujeto humano, que desde la auto­nomía y la libertad se proponía como proyecto de vida conformar una familia. El modelo de análisis está centrado en esa configu­ración de las nuevas formas de familia, mediadas por el influjo de las tecnologías, especialmente, las fotografías digitales o las selfies como formas de expresión cotidiana donde ya no está presente la narración ni la historia, aunque sí (...) está la imagen. La metodología de investigación utilizada en este análisis es la hermenéutica feno­menológica a partir de manifestaciones relacionales mediadas por un generador de significado como es la selfie que se pone presente en este espacio conjunto de realidad y virtualidad. La tarea desde la educación es ser propositivos construyendo con los jóvenes nuevos sentidos de esperanza para que esas nuevas formas de familia sean espacios de amor. (shrink)

Su caracte-rística central no es el rechazo de todo fundamento del orden político, sino de todo fundamento que pretenda ser necesario. En oposición a esta postura y, a partir de un análisis del concepto de hegemonía, se busca mostrar cómo el pensamiento de Laclau no se libra de la metafísica, sino que, por el contrario, desarrolla políticamente la que es -según (...) Heidegger, el padre espiritual del posfundacionalismo- su forma consumada: la metafísica nietzscheana de la voluntad de poder. This paper aims at surveying the current philosophical issues concerning the climate change crisis in Latin America. The work attempts to analyze some central policies, particularly those that fostered economic progress in the region at the expense of human and environmental depletion. Historically, Latin America remained at the periphery of philosophical inquiry following the long standing multiple manifestations of colonialism. As a result, the systematic philosophical reflections about climate change in the region have been scarce at best. Here, I have (...) addressed three main topics: political ecology, economic development, and indigenous issues. Latin American political ecology generally seeks to identify the ontological schemes necessary to mitigate, cope, and adapt to the climatic crisis. In addition, developmentalism played a significant role in exacerbating the state of Latin American political, economic, and ecological systems. Environmentalists all throughout the region strive to find alternatives to replace the failures of developmentalist policies. Consequently, indigenous concepts such as Sumak Kawsay or ?good living? offer alternate philosophical modes for Latin Americans, with their complex ethnic diversity, to derive their ontological and epistemological foundations on the problems posed by climate change. My work represents a sketch reporting the various inception points of different eco-philosophical views portraying legitimate instances of Latin Americans thinking critically about their own reality and surroundings. These may serve as alternate methods to forge models that could potentially contribute to universal philosophical concepts endowing humanity with broader epistemic tools to tackle the crisis at hand. Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. (...) Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive? Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority Areas (...) Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary. The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. El auge de los populismos de extrema derecha en el último tiempo amerita una indagación acerca de las características de la ideología reaccionaria. Una forma de aproximarse a esta es a través del pensamiento de sus principales autores. Nicolás Gómez Dávila es el mejor representante del pensamiento reaccionario en la filosofía latinoamericana, de modo que, a partir del análisis de algunos de sus escritos y siguiendo la propuesta de Richard Shorten para identificar lo reaccionario con base en tres pilares retóricos: (...) decadencia (_logos_), conspiración (_ethos_) e indignación (_pathos_), este artículo enfatiza algunas características propias de la ideología reaccionaria que la distinguen del conservadurismo, ilustrando esas diferencias con la retórica de algunos líderes reaccionarios que antecedieron a Nicolás Gómez Dávila en la Colombia del siglo XX. Los avances científico-tecnológicos han abierto una brecha en cuanto a los tratamientos médicos y los valores morales que deben sustentar la atención de salud. El profesional de enfermería no está exento de estos peligros, por lo que se ha generado un nuevo modelo ético que se integre al proceso de atención de enfermería. Con el objetivo de determinar los conocimientos y opiniones de estos profesionales, del área de cirugía de mínimo acceso, acerca de la aplicación del modelo en el contexto (...) de estos servicios, se diseñó una investigación de tipo observacional descriptiva con empleo de metodología cualitativa. Como técnica de exploración se usó la entrevista en profundidad, así como un panel de expertos para la construcción de la guía de entrevista. Se entrevistó a 34 enfermeras que laboraban en el Centro Nacional de Cirugía de Mínimo Acceso durante el período del estudio. Se concluye que la práctica de la cirugía de mínimo acceso es propicia para que médicos y enfermeras hagan una mayor observancia del derecho de autonomía de los pacientes. Se reconoce la capacidad de este personal para tomar decisiones independientes de los médicos en cuanto a las acciones de cuidado, lo que implica una mayor responsabilidad. Scientific and technological advances have opened a gap between medical treatments and the moral values that should support health care. The nurse is not exempt from these dangers. As such, a new ethical model that integrates to the process of nursing care has emerged. In order to determine the knowledge and opinions of the professionals who work in minimal access surgery services on the implementation of this model, a descriptive, observational study was designed utilizing qualitative methodology. In-depth interviewing was used as the primary testing technique. A panel of experts from the National Center of Minimal Access Surgery was consulted to develop the interview guide. Thirty-four nurses from the National Center for Minimal Access Surgery were interviewed over the course of the study period. Results suggest that the setting of minimal access surgery is conducive to medical professionals making greater observance of the right to patient autonomy. The ability of this staff to make independent decisions regarding medical care action is recognized, which implies greater responsibility. (shrink)

Sin embargo, los alcances y características de estas interacciones sociales aún están por verse. El propósito de este documento es discutir hasta qué punto la acción de los individuos en estas comunidades difiere del funcionamiento tradicional de cualquier comunidad ¿Hasta dónde los espacios virtuales cumplen con (...) las aspiraciones y promesas con las que han sido investidos? Un primer punto versará sobre las complejidades del establecimiento de comunidades en línea, para después pasar a determinar la forma en que se establecen las normas en estos espacios. Objetivo: El siguiente artículo tiene como propósito la revisión de la literatura existente cuyo enfoque sea las herramientas tecnológicas utilizadas para el abordaje del paciente con síntomas de salud mental, de manera virtual, para describir las ventajas, la eficacia, la efectividad y los beneficios de estas herramientas, a partir de la literatura encontrada. Métodos: se realizó una búsqueda en las bases de datos Pubmed, Elsevier, UpToDate, Journal of Medical Internet Research y Google Académico. Se identificó un total de 58 artículos (...) que versan sobre la eficacia y efectividad de las diferentes modalidades digitales (tales como aplicaciones, cuestionarios en línea, mensajes de texto, etc.) que tratan la salud mental. Resultados: la búsqueda realizada arrojó un total de 58 artículos. Tras la eliminación de duplicados, el número fue de 50 artículos. Después de la caracterización de la información basada en la revisión de la totalidad del contenido, fueron elegidos 30 artículos para que sirvieran como base para la construcción de la síntesis de datos. Conclusiones: las herramientas virtuales utilizadas en salud mental ofrecen un sin fin de beneficios para prestar un servicio con un acceso más sencillo a la población, de forma económica y efectiva, sin temor a que los pacientes sean estigmatizados al momento de buscar ayuda, como se pudo evidenciar en los artículos presentados. Además, las herramientas digitales utilizadas en psiquiatría han demostrado ser eficaces y seguras, sin embargo, son de reciente aparición y cuentan con una cantidad limitada de estudios que demuestren objetivamente su eficacia en esta área. Some of the most relevant problems today both in Science and practical problems involves Coupled Socio-ecological Systems, which are some of the best examples of Complex Systems. In this work we discuss groundwater-management as an example of these Coupled Socio-ecological System, also known as Coupled Human and Natural Systems. We argue that it is possible and even necessary to construct a contextual statistical theory of groundwater management. Contextuality implies some very different statistical features as entanglement and complementarity. We discuss some (...) interpretation about statistical entanglement and statistical complementarity in terms of groundwater flow theory and extraction equation. To this end, we propose a non-Kolmogorobian approach following the Växjö school of thought. One of the most straightforward conclusions is that in this way, a statistical-contextual treatment of groundwater management may not only give place to new flow equations, but it could have a profound impact in resource management. Then the new basic unity of analysis should be the indivisible pair. We should not talk any more about aquifer dynamics or resource management plans by themselves. Physical and social systems are coupled in a statistical-contextual fundamental way, and a socio-hydrogeological theory should be developed. (shrink)

Resumen: La influencia de Schopenhauer en la filosofía de la ciencia del siglo XX ha sido poco estudiada. En este artículo defiendo que la teoría del conocimiento de Schopenhauer impulsó históricamente la idea de que al menos un objetivo de la investigación científica estriba en la exploración tenaz y creativa del potencial heurístico de un sistema teórico, de una matriz disciplinar o de un programa de investigación científica. Sostengo que en ella también se origina una ambigüedad en el significado de (...) los conceptos de descubrimiento objetivo e innovación epistémica.: Little research has been done on Schopenhauer’s influence on twentieth-century philosophy of science. This article defends the thesis that Schopenhauer’s epistemology historically promoted the idea that at least one of the objectives of epistemic research is the tenacious and creative exploration of heuristic potential of a theoretical system, a disciplinary matrix and a scientific research program. I further state that his theory of science leads to ambiguity about the meaning of concepts such as objective discovery and epistemic innovation. (shrink)

En este texto reconstruyo una concepción decolonial de la belleza, a partir del pensamiento de Robin Wall Kimmerer y Édouard Glissant, de acuerdo con la cual la belleza constituye una condición del mundo que, no obstante, debemos cuidar. En estos dos pensamientos, provenientes de tradiciones diferentes, la belleza es tanto lo que se ve amenazado por el proyecto colonial occidental, como lo que permite su resistencia decolonial. Reconstruir la belleza del mundo es necesario y, sin embargo, imposible: su búsqueda implica (...) no solo atender al llamado de las diferencias, sino también a las instancias en las que se niegan a ser escuchadas. En la sección 2 presentamos una serie de desiderata intuitivos que toda teoría debe satisfacer. En las secciones 3 y 4 presentamos un silogismo disyuntivo extendido. Los objetos en cuestión pueden ser o bien universales concretos, particulares concretos, universales abstractos o particulares abstractos. Mostramos cómo es que las teorías que consideran que son cualquiera de las tres últimas opciones fracasan. Por (...) lo tanto, debemos entender a dichos objetos como universales concretos. En la sección 5 ofrecemos una teoría breve pero detallada de la naturaleza metafísica de los universales concretos para después mostrar cómo esta propuesta permite dar cuenta de los desiderata intuitivos a la vez que se evitan las objeciones presentadas en contra de teorías alternativas. En su más reciente libro, Eleonora Orlando nos presenta una provocadora propuesta que busca cuestionar el éxito de la tradición fregeana en filosofía del lenguaje siguiendo líneas contextualistas y relevantistas. Este libro constituye una valiosa aportación a la filosofía del lenguaje contemporánea. Es una lectura obligatoria para todo aquel interesado en entender el estado actual de la filosofía del lenguaje. Además, la gran variedad de textos y posturas que lo comprenden constituyen por sí mismos valiosas y en ocasiones controvertidas contribuciones (...) a la discusión actual. De ahí que este libro sea también una extraordinaria invitación a continuar la ya centenaria discusión sobre la visión fregeana del lenguaje y si el contextualismo presenta una manera conveniente de mejorarla. En este artículo me propongo hacer un estudio crítico de este libro, particularmente de su desafío al fregeanismo. Para ello discutiré a detalle sus argumentos más antifregeanos, preguntándome al mismo tiempo si se trata de posturas incompatibles con la semántica fregeana o si, por el contrario, constituyen propuestas enteramente compatibles con esta. Esta investigação histórica e documental enquadra-se no âmbito da História d Educação em Portugal. Trata-se de uma temática pouco usual, mas serve para uma melhor compreensão da criança nas sua problemáticas educativas, sociais, assistenciais e de reeducação no período entre 1871 - altura da primeira fundação da primeira Casa de Correção e Detenção de Lisboa ocupando-se a partir desse momento o Estado destas. Problemáticas infantis e juvenis da marginalidade, abandono, desamparo e delinquência até 1962. Neste estudo admitimos a existência especial (...) de uma pedagogia social portuguesa que integra contributos das várias ciências da época: jurídico-penais, ciências médicopedagógicas, sociológicas, psicopedagógicas, filosofia do direito, etc. Todas estas influências permitiram a reflexão sobre aquelas situações da criança o que originou a criação de vários estabelecimentos especiais de correção e de reeducação, ao nivel estatal e ao nível particular. Houve a aplicação de métodos inovadores no diagnóstico e na orientação dessas crianças. Demos, assim, um contributo valioso para a elaboração de uma História da Assistência à Infância Inadaptada em Portugal. (shrink)

El fenómeno de la corrupción es un cáncer que afecta a nuestro país y que es necesario erradicar; éste diluye las oportunidades de desarrollo económico y social, privilegiando la sola conjunción de intereses particulares, de actores políticos en acuerdos no legales en beneficio propio, los cuales derivan en actos de corrupción. Estudios recientes señalan que el nivel de corrupción presente en un sistema político está directamente relacionado con el tipo de estructura institucional que lo defina (Boehm y Lambsdorff, 2009), así (...) como de la ineficacia de los organismos de control (Casar, 2015; Cárdenas, 2010; Rojas, 2010; Carbonell, 2009; Restrepo, 2004), por lo que se requiere de la acción ciudadana para combatir la corrupción (Sandoval, 2010; Villanueva, 2006). Este trabajo, centra nuestra atención en la administración pública federal, presentando como propuesta para empoderar la acción ciudadana en el combate de la corrupción y en el Sistema Nacional Anticorrupción; la figura de Whistleblowers o generador de alerta ciudadana, desde dos principios fundamentales: i) reconociendo la obligación del ciudadano de informar sobre actos de corrupción y ii) el otorgamiento por parte de la autoridad de la protección de testigos. Estas dos acciones derivarán en dos resultados importantes: i) Consolidar la denuncia ciudadana para informar a la sociedad sobre actos de corrupción y ii) y el ejercicio de la libertad de la información a fin de que la sociedad este en posibilidades de ser informada sobre actos de corrupción. Estas acciones permitirán promover y consolidar una cultura de la denuncia de actos de corrupción que pueden ser constitutivos de delito como pilar fundamental en el Sistema Nacional Anticorrupción en México. Fregeans follow Frege in accepting informativeness and substitution failure as reliable criteria for the existence of senses as objects of thought. In this paper I show that if we accept this, we must also accept the existence of an infinite hierarchy of senses as objects of thought. This is a bad result since it turns Fregeanism into a doctrine according to which object-related thoughts either have an infinite number of objects as contents or none at all. This shows, against the (...) Fregean, that senses cannot themselves be constituents of thought. Los fregeanos aceptan, siguiendo a Frege, que los criterios de informatividad y falla de sustitución son guías confiables de la existencia de sentidos como objetos del pensamiento. En este artículo muestro que si aceptamos esta tesis también debemos aceptar la existencia de una jerarquía infinita de sentidos como objetos del pensamiento. Esta es una mala consecuencia pues convierte al fregeanismo en una doctrina según la cual los pensamientos dirigidos a objetos o bien tienen un número infinito de objetos como contenido o ninguno. Esto muestra, contra los fregeanos, que los sentidos no pueden ellos mismos ser objeto del pensamiento. (shrink)

El objeto de este artículo es tratar el tema del fin último o felicidad en la ética de Aritótles, y específicamente en la Ética a Nicómaco, pero distinguiéndolo en tres temas que no deben confundirse: el fin de la política como disciplina arquitectónica, el fin de la vida humana buena y la felicidad. Aunque estos dos fines y la felicidad, según Aristóteles, son lo mismo, podría decirse, usando una expresión muy suya, que “su esencia no es lo misma”. El tratamiento (...) separado de estos aspectos puede clarificar más de una confusión u oscuridad, y su articulación, una vez distinguidos, permite ordenar los principales temas generales de la ética aristotélica.
